Panetta made the statements in a letter sent Thursday to Sen. John McCain, R-Ariz., ranking member of the Senate Armed Services Committee. McCain had asked the Pentagon to investigate the matter after a November USA TODAY report that said the Air Force altered the 2008 war game to allow retired general Charles Robertson to participate.
Boeing ultimately won the $50 billion contract to build the tankers for the Air Force.
Panetta, in his letter, noted that although the war game, “Global Mobility 2008,” involved aerial refueling, it was not related to the Pentagon’s efforts to buy the new tanker. Moreover, Robertson did not take part in the military’s selection of Boeing to build the plane, Panetta wrote. Robertson provided “operational guidance and insight to war game participants.”
Robertson had been the top officer at U.S. Transportation Command and Air Mobility Command before retiring in 2001. He went to work for Boeing, retiring as a vice president in 2010. He did not respond to a request for comment.
A USA TODAY investigation in 2009 found that 80% of 158 mentors, including Robertson, had ties to the defense industry. Panetta assured McCain that the Pentagon had taken “many steps” since then to “impose controls on senior mentors.” Among them: They must disclose business ties and have had their pay capped, and they are subject to confict-of-interest rules.
Those restrictions were not in place in 2008, when Robertson participated in the war game.
In 2010, a top Pentagon lawyer charged with reviewing the senior mentor program said transparency was needed because of the retired officers’ ability to affect Pentagon policy. “They will be in a unique position to inform and influence war planning at the highest level and may, ultimately, hold some sway, indirect or otherwise, regarding defense purchasing decisions,” wrote Leigh Bradley, director of the Pentagon’s Standards of Conduct Office.
The Air Force war game may not have involved a conflict of interest, but “appearances matter, too,” said Nick Schwellenbach, director of investigations for the Project on Government Oversight, a watchdog group.
Robertson’s participation in the war game was disclosed in e-mails obtained by USA TODAY through a Freedom of Information Act request that the Air Force had withheld for nearly two years. In one e-mail, a top Air Force general noted Robertson’s position as a mentor and Boeing’s involvement in the tanker contract and “suggested caution about how we play the [tanker] in the war game.”
“It is regrettable that the Air Force took so long” to fulfill the newspaper’s request for public documents, according to Panetta’s letter. “Unusual circumstances” led to the delay, including the need to sort through thousands of records.

US Leads Program to Cut Black Carbon Soot

While not a substitute for cutting greenhouse gas emissions (as both WWF and NRDC remind us), this is potentially a very positive step in reducing air pollution, indoor and outdoor, as well as reducing global warming and glacier melting.
The Climate and Clean Air Coalition to Reduce Short-Lived Climate Pollutants, just announced by Secretary of State Clinton, will be administered by UNEP with the backing of the US, Canada, Sweden, Mexico, Ghana, and Bangladesh. The five-year initiative aims to reduce black carbon soot, methane and hydrofluorocarbons.
Research has shown, in multiple studies, that cutting these air pollutants, which all increased warming but are much shorter lived in the atmosphere than CO2, can slow warming by as much as 0.5C by 2030. Back in 2010, the EPA said that phasing out HFCs would effectively slow the effects of global warming by a decade.
Technical note: Black carbon soot isn’t technically a greenhouse gas like the other pollutants mentioned here, though it does contribute to warming and glacier melting. Rather it’s particulate air pollution. It’s caused by older diesel engines, industrial processes, and cooking in open air stoves, as is common in many parts of the world. In the latter case the effect is as much a public health concern as it is an issue of global warming, which affects women disproportionately to men, when done indoors without adequate ventilation.

Freshwater, or river, dolphins are by their very nature a rarity in the world. Only four species are known, with two in Asia and two in South Americaone of the Asian species, the Baiji of the Yangtze river, has been declared functionally extinct. Now, the South Asian river dolphin is receiving some desperately needed attention in the form of new sanctuaries.
Bangladesh has announced a plan to open three new sanctuaries in the Sundarbansthe world’s largest mangrove forestto protect both subspecies of the South Asian river dolphin.
“Declaration of these Wildlife Sanctuaries is an essential first step in protecting Ganges River and Irrawaddy dolphins in Bangladesh,” Brian D. Smith, Director of the Wildlife Conservation Society’s Asian Freshwater and Coastal Cetacean Program, explained, “as biological indicators of ecosystem-level impacts, freshwater dolphins can inform adaptive human-wildlife management to cope with climate change suggesting a broader potential for conservation and sustainable development.”
Currently, the dolphins face threats from dam projects, by-catch, pollution, prey loss due to overfishing, changes in salinity levels, and huntingmany of the same pressures that drove the Baiji to extinction.
The sanctuaries will also protect a range of other endangered species the make their homes in the Sundarbans.
